Children in these families often struggle to succeed academically because of frequent moves, poverty, and other barriers. The MEP provides services to help migratory children and youth (ages 0-20) succeed in school by maintaining their grade level and meeting high academic standards.\u00a0Program staff also advocate for families and connect them with other necessary services.<\/p>\n<p>The Maine Migrant Education Program is administered by Mano en Mano \/ Hand in Hand, a nonprofit with offices Downeast and in Portland. The grower and his father Philip cultivate several varieties of hops, including Goldings, Challenger and Progress, on 50 acres at Oreton Court Farm in Worcester, England.<\/p>\n<p>The conference, hosted by University of Vermont (UVM) Extension at the DoubleTree by Hilton Hotel Burlington and Conference Center, will run from 9 a.m. to 4 p.m. Registrations will be accepted through Feb. 15.<\/p>\n<p>The fee, which includes lunch and all conference materials, is $75 or $65 for Northeast Hops Alliance members. Funding for this program is provided by the USDA Risk Management Agency Targeted States Program.<\/p>\n<hr \/>\n<h3><strong>USDA Press Release:\u00a0USDA to Reopen FSA Offices for Additional Services During Government Shutdown<\/strong><\/h3>\n<p>Washington, D.C.,\u00a0January\u00a022, 2019 \u2013\u00a0U.S. Secretary of\u00a0Agriculture\u00a0Sonny Perdue today announced that all Farm Service Agency (FSA) offices nationwide will soon reopen to provide additional administrative services to farmers and ranchers during the lapse in federal funding.\u00a0 Certain FSA offices have been providing limited services for existing loans and tax documents since January 17, and will continue to do so through January 23.\u00a0 Beginning January 24, however, all FSA offices will open and offer a longer list of transactions they will accommodate.<\/p>\n<p>Additionally, Secretary Perdue announced that the deadline to apply for the Market Facilitation Program, which aids farmers harmed by unjustified retaliatory tariffs, has been extended to February 14.\u00a0 The original deadline had been January 15.\u00a0 Other program deadlines may be modified and will be announced as they are addressed.<\/p>\n<p>\u201cAt President Trump\u2019s direction, we have been working to alleviate the effects of the lapse in federal funding as best we can, and we are happy to announce the reopening of FSA offices for certain services,\u201d Perdue said.\u00a0 \u201cThe FSA provides vital support for farmers and ranchers and they count on those services being available.\u00a0 We want to offer as much assistance as possible until the partial government shutdown is resolved.\u201d<\/p>\n<p>The U.S. Department of Agriculture\u00a0has temporarily recalled all of the more than 9,700 FSA employees to keep offices open from 8 am to 4:30 pm weekdays beginning January 24.\u00a0 President Trump has already signed legislation that guarantees employees will receive all backpay missed during the lapse in funding.<\/p>\n<p>For the first two full weeks under this operating plan (January 28 through February 1 and February 4 through February 8), FSA offices will be open Mondays through Fridays.\u00a0 In subsequent weeks, offices will be open three days a week, on Tuesdays, Wednesdays, and Thursdays, if needed to provide the additional administrative services.<\/p>\n<p>Agricultural producers who have business with the agency can contact their\u00a0<a href=\"https:\/\/www.farmers.gov\/service-locator\" target=\"_blank\" rel=\"noopener\">FSA service center (link)<\/a> to make an appointment.<\/p>\n<p>FSA can provide these administrative services, which are critical for farmers and ranchers, because failure to perform these services would harm funded programs.\u00a0 FSA staff will work on the following transactions:<\/p>\n<ul>\n<li>Market Facilitation Program.<\/li>\n<li>Marketing Assistance Loans.<\/li>\n<li>Release of collateral warehouse receipts.<\/li>\n<li>Direct and Guaranteed Farm Operating Loans, and Emergency Loans.<\/li>\n<li>Service existing Conservation Reserve Program contracts.<\/li>\n<li>Sugar Price Support Loans.<\/li>\n<li>Dairy Margin Protection Program.<\/li>\n<li>Agricultural Risk Coverage and Price Loss Coverage.<\/li>\n<li>Livestock Forage Disaster.<\/li>\n<li>Emergency Assistance Livestock, Honey Bees, and Farm-raised Fish Program.<\/li>\n<li>Livestock Indemnity Program.<\/li>\n<li>Noninsured Crop Disaster Assistance Program.<\/li>\n<li>Tree Assistance Program.<\/li>\n<li>Remaining Wildfires and Hurricanes Indemnity Program payments for applications already processed.<\/li>\n<\/ul>\n<p>Transactions that will\u00a0<em>not\u00a0<\/em>be available include, but are not limited to:<\/p>\n<ul>\n<li>New Conservation Reserve Program contracts.<\/li>\n<li>New Direct and Guaranteed Farm Ownership Loans.<\/li>\n<li>Farm Storage Facility Loan Program.<\/li>\n<li>New or in-process Wildfires and Hurricanes Indemnity Program applications.<\/li>\n<li>Emergency Conservation Program.<\/li>\n<li>Emergency Forest Rehabilitation Program.<\/li>\n<li>Biomass Crop Assistance Program.<\/li>\n<li>Grassroots Source Water Protection Program.<\/li>\n<\/ul>\n<p>With the Office of Management and Budget, USDA reviewed all of its funding accounts that are not impacted by the lapse in appropriation. We further refined this list to include programs where the suspension of the activity associated with these accounts would significantly damage or prevent the execution of the terms of the underling statutory provision. As a result of this review, USDA was able to except more employees. The U.S. Department of Agriculture (USDA) has recalled about 2,500 FSA employees to open offices on Thursday, January 17 and Friday, January 18, in addition to Tuesday, January 22, during normal business hours. The offices will be closed for the federal Dr. Martin Luther King, Jr. holiday on Monday, January 21.<\/p>\n<p>In almost half of FSA locations, FSA staff will be available to assist agricultural producers with existing farm loans and to ensure the agency provides 1099 tax documents to borrowers by the Internal Revenue Service\u2019s deadline.<\/p>\n<p>\u201cUntil Congress sends President Trump an appropriations bill in the form that he will sign, we are doing our best to minimize the impact of the partial federal funding lapse on America\u2019s agricultural producers,\u201d Perdue said.\u00a0 \u201cWe are bringing back part of our FSA team to help producers with existing farm loans.\u00a0 Meanwhile, we continue to examine our legal authorities to ensure we are providing services to our customers to the greatest extent possible during the shutdown.\u201d<\/p>\n<p>Staff members will be available at\u00a0<a href=\"https:\/\/www.farmers.gov\/sites\/default\/files\/documents\/OpenFSAServiceCenters.pdf\" target=\"_blank\" rel=\"noopener\">certain FSA offices (link)<\/a>\u00a0to help producers with specific services, including:<\/p>\n<ul>\n<li>Processing payments made on or before December 31, 2018.<\/li>\n<li>Continuing expiring financing statements.<\/li>\n<li>Opening mail to identify priority items.<\/li>\n<\/ul>\n<p>Additionally, as an intermittent incidental duty, staff may release proceeds from the sale of loan security by signing checks jointly payable to FSA that are brought to the county office by producers.<\/p>\n<p>Information on the locations of FSA offices to be open during this three-day window will be posted:<\/p>\n<ul>\n<li>On the <a href=\"https:\/\/www.farmers.gov\/sites\/default\/files\/documents\/OpenFSAServiceCenters.pdf\" target=\"_blank\" rel=\"noopener\">USDA\u00a0website<\/a><\/li>\n<li>On Twitter at\u00a0<a href=\"https:\/\/twitter.com\/SecretarySonny\" target=\"_blank\" rel=\"noopener\">@SecretarySonny<\/a>\u00a0and\u00a0<a href=\"https:\/\/twitter.com\/USDA\" target=\"_blank\" rel=\"noopener\">@USDA<\/a><\/li>\n<li>On <a href=\"https:\/\/www.facebook.com\/USDA\/\" target=\"_blank\" rel=\"noopener\">USDA\u2019s\u00a0Facebook<\/a><\/li>\n<\/ul>\n<p>While staff are available in person during this three-day window, most available services can be handled over the phone. Producers can begin contacting staff on January 17\u00a0<a href=\"https:\/\/www.farmers.gov\/sites\/default\/files\/documents\/OpenFSAServiceCenters.pdf\" target=\"_blank\" rel=\"noopener\">here (link)<\/a>.<\/p>\n<p>Additionally, farmers who have loan deadlines during the lapse in funding do not need to make payments until the government shutdown ends.<\/p>\n<h4>Other FSA Programs and Services<\/h4>\n<p>Reopened FSA offices will only be able to provide the specifically identified services while open during this limited time. Services that will\u00a0<span style=\"text-decoration: underline\"><em><strong>not<\/strong><\/em><\/span>\u00a0be available include, but are not limited to:<\/p>\n<ul>\n<li>New direct or facility loans.<\/li>\n<li>New Farm loan guarantees.<\/li>\n<li>New marketing assistance loans.<\/li>\n<li>New applications for Market Facilitation Program (MFP).<\/li>\n<li>Certification of 2018 production for MFP payments.<\/li>\n<li>Dairy Margin Protection Program.<\/li>\n<li>Disaster assistance programs, such as:\u00a0Livestock Indemnity Program.<\/li>\n<li>Emergency Conservation Program.<\/li>\n<li>Wildfires and Hurricanes Indemnity Program.<\/li>\n<li>Livestock Forage Disaster Program.<\/li>\n<li>Emergency Assistance for Livestock, Honeybees and Farm-Raised Fish.<\/li>\n<\/ul>\n<p>While January 15, 2019 had been the original deadline for producers to apply for MFP, farmers have been unable to apply since December 28, 2018, when FSA offices closed because of the lapse in federal funding.\u00a0 Secretary Perdue has extended the MFP application deadline for a period of time equal to the number of business days FSA offices end up being closed, once the government shutdown ends.\u00a0These announced days of limited staff availability during the shutdown will not constitute days open in calculating the extension. It is free and open to all.<\/p>\n<p>3D printing is a way to express your true \u201cfarm hack\u201d nature, innovating to create super affordable parts and tools (or prototypes) that do exactly what you need them to do.\u00a0The focus of this workshop will be on the 3D printing software and farm applications of the printers. We then hope to connect regional farmers with area printers.<\/p>\n<p>This fall we worked with a group of pilot farmers to teach the potential of 3D printing on the farm as well as give printers to start 3D printing \u201chubs\u201d for farmers around the state. Public agencies, private companies (such as farms and food producers), and non-profit organizations and institutions are eligible to apply. Proposals due by January 31, 2019. The grants are competitive, and matching funds (which can be in-kind) are required.<\/p>\n<p>Each year, the DACF Commissioner determines priority issues for the grant program. This year\u2019s priorities include projects that:<\/p>\n<ul>\n<li>assist farms in increasing sales to institutions<\/li>\n<li>improve sales to local buyers<\/li>\n<li>help farms diversify markets<\/li>\n<li>help Maine farms adapt to drought and other climate-related crop disturbances.<\/li>\n<\/ul>\n<p>The Agricultural Development Grant program was created in 1996, capitalized by the interest earned on the\u00a0Agricultural Marketing Loan Fund\u00a0bond. Past grants have funded the development of new products, acquisition of production equipment, development of marketing initiatives, crop diversification projects, and more.<\/p>\n<p>In 2018, LaJoie Growers, LLC of Van Buren was one of six successful applicants for a grant through the program. LaJoie Growers sought funding to expand their vegetable processing facility to dehydrate and mill beets. Company vice president Jay LaJoie commented that \u201cthe Ag Development Grant helped bridge the gap in overhead to start a new value-added product for our family farm. The application was short, simple, and to the point \u2013 very achievable, and not intimidating.\u201d<\/p>\n<p>A new Maine law, \u201cAn Act to Expand the Local Foods Economy by Promoting Local Foods Procurement,\u201d will create new opportunities for farmers and food producers seeking to expand their local and institutional markets.
