{"id":10217,"date":"2019-03-01T13:58:50","date_gmt":"2019-03-01T18:58:50","guid":{"rendered":"https:\/\/extension.umaine.edu\/agriculture\/?p=10217"},"modified":"2019-03-26T11:01:10","modified_gmt":"2019-03-26T15:01:10","slug":"farm-scoop-march-2019","status":"publish","type":"post","link":"https:\/\/extension.umaine.edu\/agriculture\/2019\/03\/01\/farm-scoop-march-2019\/","title":{"rendered":"Farm Scoop &#8211; March 2019"},"content":{"rendered":"<h3><strong>Dairy Producers Previously Enrolled in the Livestock Gross Margin Program Now Eligible for 2018 Margin Protection Program<\/strong><\/h3>\n<p><em>Retroactive Enrollment Begins March 25<\/em><\/p>\n<p>WASHINGTON,\u00a0March\u00a022, 2019\u00a0\u2014\u00a0The U.S. Department of Agriculture\u00a0(USDA)\u00a0today announced that dairy producers who elected to participate in\u00a0the\u00a0<a href=\"https:\/\/www.rma.usda.gov\/en\/Commodity-and-Property-Policies\/Livestock-Policies\/Livestock-Gross-Margin-Dairy\">Livestock Gross Margin for Dairy Cattle\u00a0Program<\/a>\u00a0(LGM-Dairy)\u00a0now have the opportunity to participate in the\u00a0Margin Protection\u00a0Program for Dairy\u00a0(MPP-Dairy) for 2018 coverage.\u00a0Sign-up will take\u00a0place\u00a0March\u00a025\u00a0through\u00a0May\u00a010, 2019.<\/p>\n<p>Producers enrolled in 2018 LGM-Dairy, administered by USDA\u2019s Risk Management Agency (RMA),\u00a0previously were determined by the 2014 Farm Bill\u00a0to be ineligible for coverage\u00a0under MPP-Dairy, a safety net program available through USDA\u2019s Farm Service Agency (FSA).<\/p>\n<p>\u201cThe 2018 Farm Bill included substantial changes to\u00a0USDA\u00a0dairy programs,\u201d said FSA Administrator Richard Fordyce. \u201cThis includes the ability for producers with LGM coverage to retroactively enroll in MPP-Dairy for 2018. It\u00a0also integrated\u00a0recent improvements to\u00a0the\u00a0MPP-Dairy\u00a0in\u00a0the new Dairy Margin Coverage\u00a0program, beginning with the 2019 calendar\u00a0year.\u201d<\/p>\n<p>The MPP-Dairy program offers protection to dairy\u00a0producers when the difference between the\u00a0national all-milk price and the\u00a0national average feed cost \u2014 the margin \u2014 falls below a certain dollar amount selected by the producers in a dairy\u00a0operation.\u00a0LGM-Dairy\u00a0is an insurance product that\u00a0provides protection when feed costs rise or milk prices drop.\u00a0The gross margin is the market value of milk minus feed costs.<\/p>\n<p>This retroactive sign-up is only for dairy producers\u00a0with 2018\u00a0LGM coverage\u00a0who\u00a0produced\u00a0and commercially marketed\u00a0milk in 2018 but did not obtain full year MPP-Dairy coverage.\u00a0FSA will notify eligible producers by postcard and provide a one-time payment for all of the months in 2018 that had margins triggering MPP-Dairy assistance.<\/p>\n<p>\u201cI\u2019m pleased that dairy producers will now be able to take advantage of enrolling in both Livestock Gross Margin and the Margin Protection Program for 2018 coverage,\u201d RMA Administrator Martin Barbre said. \u201cThe 2018 Farm Bill gave dairy producers more options like these and when combined with the new Dairy Protection Program offered by RMA, that means more overall coverage for dairy producers.\u201d<\/p>\n<p>Eligible producers can enroll during the sign-up period at their local USDA service center. Members of this committee advise the Secretary of Agriculture on the scope, timing and content of periodic agricultural censuses, surveys of agriculture and other related industries. The committee also makes recommendations on the content of agriculture reports and represents the views and data needs of suppliers and users of agricultural statistics.<\/p>\n<p style=\"font-weight: 400\">\u201cThe Advisory Committee on Agriculture Statistics serves an important role in guiding NASS programs,\u201d says NASS Administrator, Hubert Hamer. \u201cThis diverse panel of experts helps keep us current with data needs in the rapidly changing agricultural environment. The deadline is Wednesday, April 17, 2019, for taxpayers residing in Maine or Massachusetts.<\/p>\n<p>The IRS is providing this relief because, due to certain rule changes, many farmers and fishermen may have difficulty accurately determining their tax liability by the March 1 deadline that usually applies to them. For tax year 2018, an individual who received at least two-thirds of his or her total gross income from farming or fishing during either 2017 or 2018 qualifies as a farmer or fisherman.<\/p>\n<p>To be eligible for the waiver, qualifying taxpayers must attach <a href=\"https:\/\/www.irs.gov\/forms-pubs\/about-form-2210-f\">Form 2210-F<\/a>, available on IRS.gov, to their 2018 income tax return. This form can be submitted either electronically or on paper. The taxpayer\u2019s name and identifying number, usually a Social Security number, must be entered at the top of the form. The waiver box\u2014Part I, Box A\u2014should be checked. The rest of the form should be left blank.<\/p>\n<p>Further details can be found in Notice 2019-17, posted today on IRS.gov.<\/p>\n<p>Part III \u2013 Administrative, Procedural, and Miscellaneous<\/p>\n<p>Relief from Addition to Tax for Underpayment of Estimated Income Tax by Individual Farmers and Fishermen<\/p>\n<p>Notice 2019-17<\/p>\n<p>SECTION 1. PURPOSE<\/p>\n<p>This notice provides a waiver of the addition to tax under section 6654 of the Internal Revenue Code (Code) for underpayment of estimated income tax by qualifying individual farmers and fishermen.<\/p>\n<p>SECTION 2. BACKGROUND<\/p>\n<p>Generally, the Code requires taxpayers to pay federal income taxes as they earn income. To the extent these taxes are not withheld from wages, a taxpayer must pay estimated income tax on a quarterly basis.<\/p>\n<p>Section 6654 provides that, in the case of an individual, estimated income tax is required to be paid in four installments each 25 percent of the required annual payment. Individual taxpayers who fail to make a sufficient and timely payment of estimated income tax are liable for an addition to tax under section 6654(a).<\/p>\n<p>Qualifying farmers and fishermen are subject to special rules requiring them to make only one installment payment due on January 15 of the year following the taxable year. I.R.C. \u00a7 6654(i)(1)(A) &amp; (B). A taxpayer qualifies as a farmer or fisherman for the 2018 tax year if at least two-thirds of the taxpayer\u2019s total gross income was from farming or fishing in either 2017 or 2018. <em>See <\/em>I.R.C. \u00a7 6654(i)(2). Qualifying farmers and fishermen who did not make the required estimated tax installment payment by January 15, 2019, are not subject to an addition to tax for failing to pay estimated income tax if they file their returns and pay the full amount of tax reported on the return as payable by March 1, 2019. <em>See <\/em>I.R.C. \u00a7 6654(i)(1)(D).<\/p>\n<p>The Secretary is authorized to waive the section 6654 addition to tax for an underpayment of estimated tax in unusual circumstances to the extent its imposition would be against equity and good conscience. I.R.C. \u00a7 6654(e)(3)(A).<\/p>\n<p>Due to certain changes in the rules that affect farmers and fishermen, the Treasury Department and IRS anticipate that farmers and fishermen may have difficulty accurately determining and paying their tax liability for the 2018 taxable year by March 1, 2019. <em>Accordingly, <\/em>the IRS is providing relief to individual taxpayers who are farmers or fishermen by waiving certain penalties if the requirements set forth in section 3 of this notice are satisfied.<\/p>\n<p>SECTION 3. WAIVER OF UNDERPAYMENT OF ESTIMATED INCOME TAX<\/p>\n<p>Under the authority granted by section 6654(e)(3)(A), the addition to tax under section 6654 for failure to make an estimated tax payment for the 2018 tax year is waived for any qualifying farmer or fisherman who files his or her 2018 income tax return and pays in full any tax due by April 15, 2019, or by April 17, 2019, for those taxpayers who live in Maine or Massachusetts. Farmers and fishermen requesting this waiver of the addition to tax must attach Form 2210-F, <em>Underpayment of Estimated Tax by Farmers and Fishermen<\/em>, to their 2018 tax return. The form can be submitted electronically or on paper. The taxpayer\u2019s name and identifying number should be entered at the top of the form, and the waiver box (Part I, Box A) should be checked.
