Lobbying 1913 Title 18 of the U.S. Code prohibits lobbying with appropriated funds and indicates the penalties for violation of that statute. The Office of Management and Budget’s (OMB’s) Government-wide Guidance on Lobbying was published in the federal register on December 20, 1989.
