{"id":12064,"date":"2020-02-12T14:31:40","date_gmt":"2020-02-12T19:31:40","guid":{"rendered":"https:\/\/extension.umaine.edu\/plugged-in\/?page_id=12064"},"modified":"2020-02-12T15:38:03","modified_gmt":"2020-02-12T20:38:03","slug":"section-2-12-guidelines-for-food-service-vendors","status":"publish","type":"page","link":"https:\/\/extension.umaine.edu\/plugged-in\/policies-guidelines\/policies-procedures-manual\/section-two-administration\/section-2-12-guidelines-for-food-service-vendors\/","title":{"rendered":"Section 2.12 Guidelines for Food Service Vendors"},"content":{"rendered":"<p>Food Service for employees and\/or program participants: Determining when a service contract and Insurance certificate are required and special guidelines for non-commercial food.<\/p>\n<p><strong>Please note:<\/strong><\/p>\n<ul>\n<li>These guidelines apply no matter the method of payment (MarketPlace, Travel Card, etc.) or source of funds (University funds, grants, gifts, etc).<\/li>\n<li>All other purchasing policies apply (no sales tax, no alcoholic beverages, etc.).<\/li>\n<\/ul>\n<p><strong>Off-site Commercial Food Service: <\/strong>University funds are used to pay for employee or participant meals in a restaurant or food service facility.<\/p>\n<p><strong>A service agreement is NOT required if: <\/strong><\/p>\n<ul>\n<li>participants order off of the menu or eat from a buffet along with the general public.<\/li>\n<\/ul>\n<p><strong>A service agreement and insurance certificate ARE required if:<\/strong><\/p>\n<ul>\n<li>the vendor is a caterer;<\/li>\n<li>there is an exclusive element such as a private meeting room, special food, or a special menu;<\/li>\n<li>there is consistent or regular use of a specific vendor during a year.<\/li>\n<\/ul>\n<p><strong>On-site Commercial Food Service: <\/strong>University funds are used to pay for employee or participant meals in a University-owned or contracted facility.<\/p>\n<p><strong>A service agreement is NOT required if:<\/strong><\/p>\n<ul>\n<li>meals are provided for 10 or fewer participants.<\/li>\n<\/ul>\n<p><strong>A service agreement and insurance certificate ARE required if:<\/strong><\/p>\n<ul>\n<li>the vendor is a caterer;<\/li>\n<li>meals are provided for more than 10 participants;<\/li>\n<li>there is a service element; for example, the vendor sets up food service tables or serves the food.<\/li>\n<\/ul>\n<p><strong>Non-commercial Food: <\/strong>Employee purchased or contributed food, participant purchased or contributed food, potlucks.<\/p>\n<p><strong>A service agreement is NOT required, though special guidelines do apply:<\/strong><\/p>\n<ul>\n<li>while purchase or contributions of pre-packaged food by employees or participants are fine, avoid foods that need to be kept cold or kept warm;<\/li>\n<li>food prepared in home kitchens should be avoided;<\/li>\n<li>potlucks are allowed for employees only.<\/li>\n<\/ul>\n<p><em>Reviewed and approved by Adam Green (UMS Risk Manager) and Kevin Carr (UMS Procurement Manager)<br \/>\n<\/em><em>03.18.2016<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Food Service for employees and\/or program participants: Determining when a service contract and Insurance certificate are required and special guidelines for non-commercial food.
