{"id":21268,"date":"2025-09-29T12:15:20","date_gmt":"2025-09-29T16:15:20","guid":{"rendered":"https:\/\/extension.umaine.edu\/plugged-in\/?page_id=21268"},"modified":"2025-09-29T12:15:21","modified_gmt":"2025-09-29T16:15:21","slug":"complaint-procedure","status":"publish","type":"page","link":"https:\/\/extension.umaine.edu\/plugged-in\/policies-guidelines\/civil-rights-toolkit\/complaint-procedure\/","title":{"rendered":"Civil Rights Complaint Procedure"},"content":{"rendered":"\n<p>UMaine Cooperative Extension has three complaint procedures available for clientele use.&nbsp;<\/p>\n\n\n\n<p>Please note: If the issue or incident occurs at an event that is not UMaine sponsored or hosted, the recommendation is to encourage the complainant to submit the UMS EO complaint form (Procedure 2) and the Equal Opportunity Office will determine UMaine Extension involvement.&nbsp;&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Direct Complaint to USDA Regarding Violation of Title VI of the Civil Rights Act or Title IX of the Education Amendments<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>As an organization that receives federal funding through the USDA, the <a href=\"https:\/\/www.usda.gov\/oascr\/and-justice-all\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><em>And Justice For All<\/em><\/strong><\/a><strong> <\/strong>poster should be displayed anywhere UMaine Extension programs occur.\u00a0<\/li>\n\n\n\n<li>The poster outlines program participants&#8217; civil rights and that program participants may also file a <a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/ad-3027.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">USDA Program Discrimination Complaint Form<\/a> if they feel their rights have been violated or that sexual harassment has occurred.\u00a0<\/li>\n\n\n\n<li>Participants may visit the <a href=\"https:\/\/www.usda.gov\/oascr\/filing-program-discrimination-complaint-usda-customer\" target=\"_blank\" rel=\"noreferrer noopener\">Filing a Complaint as a USDA Customer<\/a> webpage for complete information on nondiscrimination and sexual harassment policies, for forms in English and Spanish, and for all updated methods of filing a complaint.\u00a0<\/li>\n\n\n\n<li>If by mail, send to: U.S. Department of Agriculture, Director, Center for Civil Rights Enforcement, 1400 Independence Avenue, SW, Washington, DC 20250-9410.\u00a0<\/li>\n\n\n\n<li>If by fax, send to: (202) 690-7442.\u00a0<\/li>\n\n\n\n<li>If by email, send to: <a href=\"mailto:program.intake@usda.gov\" target=\"_blank\" rel=\"noreferrer noopener\">program.intake@usda.gov<\/a>.<\/li>\n<\/ul>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Direct Complaint to the University of Maine Regarding Discrimination in Violation of Title VI of the Civil Rights Act or Title IX of the Education Amendments<\/li>\n<\/ol>\n\n\n\n<p>The second procedure is part of the official UMaine non-discrimination statement and involves directing questions and complaints to the director of equal opportunity and diversity at the University. To submit a non-emergency complaint through the Office of Equal Opportunity, complete the&nbsp;<a href=\"https:\/\/cm.maxient.com\/reportingform.php?UnivofMaineSystem&amp;layout_id=1\" target=\"_blank\" rel=\"noreferrer noopener\">UMS Equal Opportunity Reporting Form&nbsp;<\/a>or contact the director with questions. For the director\u2019s contact information, visit the&nbsp;<a href=\"https:\/\/umaine.edu\/eo\/\" target=\"_blank\" rel=\"noreferrer noopener\">UMaine\u2019s Office of Equal Opportunity<\/a>&nbsp;website.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Procedure for Extension Staff Receiving Complaint of Discrimination in Violation of Title VI of the Civil Rights Act or Title IX of the Education Amendments<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Listen carefully to the complaint<\/strong> (if the complaint can be rectified to the client\u2019s satisfaction, the next steps are not necessary).<\/li>\n\n\n\n<li><strong>Ask for the complaint in writing<\/strong>, or assist the client to write the complaint via the <a href=\"https:\/\/umaine.edu\/eo\/complaints\/\" target=\"_blank\" rel=\"noreferrer noopener\">UMaine EO Complaint Form<\/a>.<\/li>\n\n\n\n<li><strong>Write down a statement of the circumstances of the complaint <\/strong>with as much detail as possible, including date, place, who was involved, specific circumstances, and the specific way in which the complainant feels his or her rights were violated.<\/li>\n\n\n\n<li><strong>Read the statement back to the complainant and ask for the statement to be signed.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Notify the office of the&nbsp;<strong>Assistant Director of Employee Engagement<\/strong>,&nbsp;<a href=\"mailto:beth.hawkyard@maine.edu\" target=\"_blank\" rel=\"noreferrer noopener\">beth.hawkyard@maine.edu<\/a>, and&nbsp;<strong>Civil Rights Coordinator<\/strong>,&nbsp;<a href=\"mailto:alisha.r.targonski@maine.edu\" target=\"_blank\" rel=\"noreferrer noopener\">alisha.r.targonski@maine.edu<\/a>, immediately and send a copy of the complaint with additional explanatory details.
